Establishment
The foundation was established on October 1st, 1987, under the permission of the Ministry of Transport (current Ministry of Land, Infrastructure, Transport and Tourism).

Objective
This foundation has been established to contribute to the aviation safety through research and study on the enhancement of reliability of air navigation facilities and the resulting improvement of the facility operations.
Activities
- Research and study on the enhancement of reliability of air navigation facilities
- Collection of information on the reliability of air navigation facilities
- Diffusion of knowledge on the enhancement of reliability of air navigation facilities
- Inventory control of spare parts for air navigation facilities commissioned by the government
- Maintenance and inspection on the control towers and airport surveillance radars for emergency
- Maintenance and inspection on the equipment used for ATC
- Participation as a corporate member of IFATSEA (International Federation of Air Traffic Safety Electronics Associations)
- Participation as an advisor for Japan Civil Aviation Bureau at ICAO Air Navigation Serivices Economics Panel
